Council of Delegates
In the chapter history, Lord Walton described, after assuming the Presidency of the World Federation of Neurology in 1989 that he was aware that a number of regional neurological organisations responsible for organising regional conferences had been established. These included the Asian and Oceanian, the Pan-American and the Pan-Arab Congresses. Although a number of European meetings had been established no comparable Pan-European organisation existed and the Pan-European Congress was largely based on Central and Eastern European countries.
In addition, a European Neurological Society was founded, an organisation of individual members owing no specific allegiance to the national societies. After a lot of discussion and several meetings (see in the chapter history) it was agreed to formally establish an all embracing European Federation of Neurological Societies, which would have a coordinating role between the individual national bodies, but also the authority to organise congresses.
At the second Pan-European congress in 1991 in Vienna, a draft constitution was presented by Lord Walton and accepted with minor modifications. - The EFNS was born.
According to this constitution one delegate is appointed by each affiliated national society to the council of the EFNS. All major decisions of the EFNS including the election of the members of the Management Committee are made by the council, but the council will delegate the day to day management of the Federation to the Management Committee.
The Council therefore is the democratic basis of the EFNS.

The 1995 EFNS meeting is a very special event for me. It was my 6th month in the academic world, it was my first time abroad, and it was my first presentation in a foreign language.
As if those were not causing enough anxiety, somebody senior called me and said "You are going to be the Turkish delegate in the first EFNS congress, because nobody else is going there".
I hesitantly crept into the council room, everybody else were the well-known authors of the articles I had read with great admire. Then Lord Walton came; he shook my hand with a warm smile, said a few words about how marvelous is Marseille sweeping away all my anxiety. His manner at that time has always been a role model to me about how a professor socially should be.

Council of Delegates: 1991 Vienna
In 1991 I was Vice-President of the Netherlands Neurogical Society and as such I was the delegate. In 1998 and in 2002 I stepped in for the usual delegate, Dr Cees Tijssen, who at that time was not able to attend.
Looking back at the history of EFNS, I can not help but notice that the Federation has grown into a very professional organisation which has offered a platform to countries in which neurological knowledge was hardly up-to-date. Initially, there was a fierce competition between ENS and EFNS. However, EFNS meetings attract more attendants every year, and of course, the EFNS not only deals with CME but has also a 'political' agenda which increases its significance for the European neurologists who feel represented by the Federation.

At that time I was Professor of Neurology at the Medical University of Sofia, Bulgaria. It was very exciting for me to participate in the creation of the EFNS and to meet so many colleagues from Europe after the big changes in my country. I appreciated the very important role of Professor Gerstenbrand in this process. I am also a member of the EFNS Scientist Panel on Dementia.
